1. What relationships exist between BW3 and any agencies or funding programs of the US federal government?

BW3 itself has no relationship with – and has sought no funding from – any agency or program of the U.S. federal government.

Local citizen groups or government entities interested in undertaking a visioning project of the kind facilitated by BW3 are free to seek funding from any source they may consider appropriate, including directly from federal agencies and programs.  For example, during 2010, Lincoln County applied for federal funding under the Sustainable Communities Regional Planning Grant Program through the U.S. Department of Housing and Urban Development (HUD). Had Lincoln County’s application been approved, a portion of its resulting grant was to be considered for funding a visioning project facilitated by BW3.  HUD did not approve Lincoln County’s application.

2.  Who or what are BW3’s sources of funding?

BW3 has always disclosed publicly the names of its donors on its website and information materials. As is true for any organization exempt from federal income taxation, the Internal Revenue Service (IRS) requires that BW3’s donors and their contributions must be disclosed to the public annually via IRS Form 990. BW3 Forms 990 for fiscal years 2008 and 2009 are available online from the IRS.  For the convenience of citizens interested in BW3, these forms will also be posted on BW3’s website.  BW3’s Form 990 for fiscal year 2010 will be posted on BW3’s website when it has been prepared and filed with the Internal Revenue Service.

3.  How are visioning projects facilitated by BW3 instituted and led?

Each visioning project facilitated by BW3 – such as the High Plains Initiative in Goshen and Platte Counties – is instituted and led by interested local citizens and/or local governments.  Interested citizens form a steering committee that decides how the project should proceed, including whether and how to fund a portion of the project’s cost.  HPI has attracted funding from Platte and Goshen Counties, municipalities and businesses within the counties, and from BW3 itself.
 
4.  Are Wyoming nonprofit corporations such as BW3 required by the Wyoming Nonprofit Corporation Act to disclose their financial statements to the public?

No.  The Wyoming Non Profit Corporation Act does not require nonprofit Wyoming corporations such as BW3 to disclose financial statements to the public.

 Federal regulations do require nonprofit corporations in the U.S. to disclose their donors and the amounts of donor contributions.  BW3 is in full compliance with these regulations.  (See FAQ  question #2 above:  “Who or what are BW3’s sources of funding?”)
